Changes to VAT and Customs Duties in Turkey starting in 2026 for Amazon Sellers

Selling goods to Turkey via marketplace platforms, such as Amazon, Temu, or AliExpress, as well as through independent online shops, will be affected by new changes to VAT and customs rules for cross-border sales. Find out what is changing and what to watch out for.

1. Changes to Customs Rules in Turkey from 2026


The Turkish government has cancelled the simplified customs process for low-value packages bought from foreign e-commerce platforms. This change started on February 6, 2026.

Until now, it was possible to import non-commercial packages with a value of up to EUR30 under a simplified regime. This system allowed for faster customs clearance and the application of a flat-rate duty and VAT.

Now, most of these packages cannot use the simple customs process. Instead, they must follow the standard rules for imports. These changes help the government better check if products bought online are safe.

The new rules will particularly affect sellers who dispatch goods directly to customers from the EU or third countries.

2. End of simplified customs for low-value packages


Previously, packages valued at up to EUR30 were eligible for simplified customs clearance at a fixed rate:

  • 30% for packages from the EU,
  • 60% for packages from outside the EU.

From February 2026, this exemption has been removed. This means that even low-value packages must now go through standard customs procedures in accordance with normal import rules. In practice, this may result in increased administration, longer delivery times, and higher import costs.

3. Who Is Affected by These Changes?


The new rules apply to:

  • Sellers on Amazon and other marketplace platforms,
  • Online shops dispatching goods to Turkish customers,
  • Businesses using cross-border fulfilment,
  • Sellers dispatching goods from the EU or from outside the EU directly to end customers in Turkey.

The changes will affect, for example, the FBM (Fulfilment by Merchant) model, whereby the seller dispatches goods directly to the customer from abroad.

4. Who Is Affected by These Changes?


The simplified regime is retained for products intended for medical or research purposes, up to a value of EUR1,500, provided they are sent by post or express courier. The new customs and tax changes in Turkey may affect how cross-border e-commerce operates. We recommend that sellers review their logistics, customs, and tax processes in good time in light of the new rules.
